She took birth in a small village, Bhatnura of distt Jalandhar on 15th of October 1954. Sardar Girdhara Singh and Smt. Parsin Kaur were her father and mother and she was having five sisters and three brothers. Bibi Jagir Kaur belonged to a mediocre family as her father used to serve for Indian Army. After completing her intermediate academic education, Bibi Jagir Kaur started her Bachelor's Degree from GCGW, Chandigarh and later she completed from Govt. College Tanda and after having these degrees, she completed her B.Ed. from Montgomery Guru Nanak College, Jalandhar.
